SUMMARY/Objective:
The Chief Financial Officer serves as the Bank’s lead financial executive, overseeing and representing the Accounting Department and all financial and accounting operations. The position adheres to all related generally accepted accounting principles (GAAP), tax and regulatory laws, rules, and regulations to adequately and accurately reflect the Bank’s financial position.
 
ESSENTIAL FUNCTIONS:
  • Prepares, presents, and submits budgets, financial forecasting, audited financial statements, and periodic regulatory filings (Call Report, FR Y-6, FR Y-9, etc.).
  • In conjunction with the Bank’s Chief Credit Officer, oversees the establishment of methodology and prepares the Allowance for Credit Loss (ACL) calculation under the current and expected credit loss (CECL) framework.
  • Maintain relationships with correspondent banks and regulators.
  • Oversees and manages the Bank’s asset/liability processes and procedures, including short and long-term liquidity, funding, capital planning, interest rate risk strategy, etc.
  • Serves as Chair of the Bank’s Asset/Liability Committee (ALCO).
  • Oversees the bank’s accounts payable process, authorizes asset purchases for the bank, and works with the controller (or equivalent) to manage capital expenditures, budgeting, and purchasing processes.
  • Participates in evaluating potential merger and acquisition (M&A) candidates and coordinates the preparation of M&A financial projections.
  • Coordinates holding company financial duties in conjunction with HC Treasurer, including preparation of annual ESOP share valuation, quarterly dividend payments, timely filing of holding company tax returns, filings, and related reporting.

LEADERSHIP AND MANAGEMENT RESPONSIBILITIES
 
  • Carry out supervisory responsibilities per Bank policies and applicable employment laws.
  • Mentor and coach direct reports as they work to achieve performance goals in their respective roles.
  • Regularly review the job performance of direct reports and assist in reviewing department employees to ensure expectations are met, efficiencies are identified, and all necessary employee development is recognized. Ensure all performance reviews, goals, and feedback are completed in the HRIS system.
  • Manage turnover to ensure and promote employee longevity and continuity.
  • Provide opportunities for promotion from within to increase employee loyalty.
  • Plays a positive role in the development and growth of assigned department staff through excellent verbal and written communication skills and strong delegation skills, assuring a highly cross-trained staff.
 
MINIMUM REQUIREMENTS
 
  • A bachelor’s degree in finance, accounting, or a related field; CPA preferred but not required.
  • A minimum of ten years of experience in financial institution accounting, auditing, financial management, or any closely related field, preferably in a community banking environment.
  • A minimum of two years of supervisory experience.
  • Intermediate knowledge of general accounting, payroll, budgeting, and related accounting and record-keeping systems in a financial institution.
  • Advanced knowledge of related state and federal banking compliance regulations, as well as bank accounting policies and procedures.
  • Proficiency in financial software and tools, including Microsoft Excel and/or financial modeling software.
  • Intermediate skills related to the consolidation and reporting of Bank financial results, formulation, and implementation of Bank accounting procedures.
  • High level of leadership ability and management skills.
  • High level of professionalism, confidentiality, service, and community spirit.
  • Exceptional verbal, written, and interpersonal communication skills.
  • Excellent ability to define problems, collect data, establish facts, draw valid conclusions, and interpret financial reports, government regulations, and legal documents.
  • Self-motivated and persistent in following through and learning quickly.
  • Independent decision maker within authority limits.
  • Commitment and continuous demonstration of ethical behavior and willingness to adhere to all company policies and current financial legislation.
 
SUPERVISORY
This position has direct supervisory responsibilities and may serve as a mentor for other positions in the organization.
